On 10 July, 2023, at around 20:18 PM (UTC+7), Mikael Gabriel Rafael declared to surrender his oppositionist faction in the civil conflict, calling an end to the civil conflict, the Olovian president Saleh A.H was also invited to his house, and he arrived at his house at around 20:42 PM (UTC+7), to check his eye injury, that resulted in him wounded. It was declared as an Olovian-central government victory at around 23:53 PM (UTC+7).

After the declaration of victory, Mikael received 150,000.00 Rupiah from Saleh A.H for medical treatment of his injured right eye. Some self-declared eyewitnesses claimed that Saleh A.H had caused many troubles, including damaging private property, and did not apologize for the eye injury. However, Mikael refuted these claims, stating that they were false and misleading.

Two days after the surrender, Matheus William Agung, who later became the second chief of the Mikaelist faction, quoted Saleh A.H, saying, "The risk is real, it all depends on whether you want to go forward or backward."

Despite some issues, the emerging victory of the Olovian-central government was viewed positively by many Olovian units, neighboring Indonesian civilians, Mikaelist militias, and some other states with relations with the Olovian state. Sgt. Bilal Nafi stated that "both sides were suffering from the conflict, especially the Mikaelist militia lacking resources, claiming that the conflict has "fairly" ended.
